The Peruvian Ministry of Foreign Trade and Tourism, within the framework of the second stage of the implementation of the Foreign Trade Single Window, has planned the design, development and implementation of the “Foreign Trade Logistics Observatory”, in order to improve and facilitate all information related to the necessary logistics, whether for export or import purposes, taking into account all means of transportation used by the various foreign trade operators.
The main objectives of this Observatory range from the generation and dissemination of information, inter-institutional cooperation and public-private articulation, attraction and development of expertise, definition, harmonization and generation of indicators, preparation of studies and contribution to knowledge and support for the efficient functioning of markets.
The study developed by IDOM had the following objectives: to define the strategic guidelines, the contents and the governance and sustainability model that will govern the Observatory. To this end, IDOM has developed the following tasks:
- Definition of Strategic Guidelines: A diagnosis of the logistics and foreign trade situation, benchmarking of international observatories, identification of sector trends and definition of strategic guidelines have been carried out.
- Content proposal: Identification of variables and sources of information, proposal of a battery of indicators and portal modules, forecasts and proposal of technological tools to support the Observatory.
- Governance Model: Proposal of governance models and regulatory framework for OLCE based on international analysis and benchmarking, proposal of cooperation agreements, information collection procedures and implementation and sustainability plan.
- Interviews with the main public and private actors in the chain, including academia.
- Design Thinking workshops.
