Transforming access to Baku through smarter mobility solutions
The Azerbaijan Land Transport Agency (AYNA) has entrusted IDOM with providing technical support for developing the future urban toll system that will manage traffic demand in Baku, the capital of Azerbaijan. The Government of the Republic of Azerbaijan is promoting this initiative to reduce traffic on the main access roads to the capital and encourage the use of public transportation. The solution involves implementing the country’s first urban vehicle access payment system.
Currently, approximately 172,000 trips are made daily into Baku from the outskirts of the metropolitan area. More than 125,000 vehicles travel via Moscow and Tbilisi Avenues, two of the main entry corridors into the city. This makes managing traffic demand one of the key challenges for urban mobility in the capital.
As a technical consultant, IDOM will help define the system and its requirements, which will serve as the basis for its future implementation. This work will include vehicle identification and classification systems, a central management platform, integration with external systems, user and payment management, data protection, cybersecurity, and operational and maintenance requirements.
The project will also include defining performance indicators, developing an implementation strategy, and establishing testing and acceptance procedures for the system. These services will be carried out in two phases. The first phase will focus on feasibility studies, conceptual design, and developing technical specifications. The second phase will focus on providing support during the bidding process, including evaluating bids and selecting the future supplier.
Through this project, IDOM will contribute its expertise in intelligent transportation systems to support the development of a technological solution that will help manage access to one of the major urban areas of the Caucasus more efficiently.
