Cape Verde – Energy Access and Climate Action Plans (SEACAPs)

The National Directorate of Environment of Cape Verde, accompanied by the Luxembourg Cooperation (LuxDev), entrusted IDOM with the development of the SEACAPs – Sustainable Energy Access and Climate Action Plans for the municipalities of Boa Vista, Brava, Mosteiros, Ribeira Brava and Praia, as part of the adherence to the Covenant of Mayors for Sub-Saharan Africa (CoM SSA) initiative. This pact is an initiative launched by the European Union (EU) to support local authorities in sub-Saharan Africa in addressing the challenge of climate change and their efforts to ensure access to clean energy.
The overall objective of this contract is to create an enabling governance framework to support municipalities in addressing the challenge of climate change through the integration and consolidation of existing local adaptation, mitigation and energy access initiatives and the development of new ones. In addition, the project aims to create a network for the exchange of experiences and cooperation at the local level, which will facilitate access to new climate finance schemes.
The IDOM climate change team is working with stakeholders and local communities to develop this guide, which has the following structure:
- Baseline Emission Inventory (BEI), as a basis for identifying the most promising areas for action and opportunities to achieve emission reduction targets.
- Energy Access Assessment (SEA), which sets out a plan to improve access to safe, sustainable, affordable, and reliable energy sources.
- Risk and Vulnerability Assessment (RVA), which aims to identify the most significant climate hazards and vulnerabilities of municipalities, and to identify and prioritize adaptation actions, especially those with mitigation co-benefits.
The plan should clearly outline the actions that the local authority intends to take, taking into account the country’s updated Nationally Determined Contribution (NDC). It should also include interim targets and goals for 2030.
In line with the Paris Agreement of the United Nations Framework Convention on Climate Change (UNFCCC), this project is part of the Climate Action Program implemented by the above-mentioned institutions.
