New waste management strategy for Madrid 2030

Between 2021 and 2023, IDOM assisted the Madrid City Council in developing the Strategy for the Prevention and Management of Household and Commercial Waste in the City of Madrid – 2030. This document is presented as the main roadmap for improving municipal waste management in the city.
The proposal for improvement is based on the principles of circular economy and waste hierarchy, selecting only those measures that contribute significantly to waste prevention and to implementing the best management alternatives.
Following the completion of the initial contract, in 2024, IDOM was once again selected to take charge of the processing and monitoring of the Strategy, continuing its technical assistance work to the present day. Overall, IDOM’s contributions to the development, processing and monitoring of this Strategy are as follows:
- Development of the initial Strategy proposal: Based on a detailed analysis of the available documentation, an assessment was made of Madrid’s initial status in relation to the legislative requirements and objectives applicable to the municipal area. After carrying out this diagnosis, the technical, political and economic improvement proposals were put forward, aimed at meeting the established objectives.
The final document includes a timetable, a budget and a detailed list of actions linked to each objective, as well as indicators (KPIs) to assess the future development of the Strategy.
- Preparation of the Strategic Environmental Study (EsAE): IDOM prepared the Strategic Environmental Study associated with the Strategy in parallel, assisting the City Council with all the administrative procedures required in the strategic environmental assessment process.
- Technological prospecting and monitoring assistance: After drafting the initial document, IDOM supported the City Council in the final processing of the Strategy. Once it was finally approved in April 2025, it has provided ongoing technical assistance for monitoring the measures and programmes included, as well as for identifying relevant technologies in the sector.
In addition, the contract includes the preparation of an annual diagnosis, together with the organisation of visits and communication events each year.
