112 emergency building in Reus

Spain

The 112 emergency building in Reus stands as a landmark in Catalonia’s public architecture, setting the standard for a new model of emergency response and management. It is also the first public facility in the country to achieve LEED certification, underscoring its commitment to sustainability, energy efficiency, and environmental responsibility.

This complex introduces a new functional typology by bringing together, for the first time, all the agencies responsible for emergency management—police, fire services, civil protection, healthcare, and the 112 call center—under one roof. This integration enhances coordination, accelerates response times, and optimizes resource management in critical situations.

Set within the landscape of Camp de Tarragona, an area characterized by the coexistence of industrial and leisure infrastructures, the building adapts to a long, sloped plot through a staggered layout that prioritizes safety and operational efficiency. The complex is organized into four main elements: helipad, parking area, service plinth, and the operational box topped by a telecommunications tower.

The building’s functional organization reflects the varying levels of security and circulation. Horizontally, it is structured into three distinct layers: logistical, public, and operational. Vertically, four circulation cores—telecommunications/visitors, authorities, maintenance, and the main staff entrance—ensure controlled and independent flows for each user group.

The operational box, wrapped in a white metallic mesh, unifies the building’s appearance while providing solar protection and reinforcing the institutional identity of the new emergency model. Inside, the operational rooms are arranged around a large central space that allows diffuse natural light to enter and fosters collaboration among the different emergency services.

Beyond its technical and functional excellence, the 112 emergency building in Reus is a strategic infrastructure that embodies innovation, resilience, and public service. It is a space designed not only to respond to emergencies but also to anticipate them, integrating architecture, technology, and sustainability in the service of citizen safety and well-being.
