Development of ITS architecture and master plan in Peru

IDOM supports Peru’s MTC in developing ITS architecture and master plan, defining the national framework, strategies, and innovative projects for intelligent transport

The Ministry of Transport and Communications of Peru (MTC), with funding from the Inter-American Development Bank (IDB) and support from IDOM, has launched the “Development of the architecture and master plan for Intelligent Transport Systems in Peru” project. The aim is to establish a national framework for ITS applications and define the programs and strategies for their development and implementation.

Peru started implementing ITS systems later than other countries. Until now, local authorities have introduced their own solutions. This approach has made integration and coordination at the national level challenging.

The Ministry of Transport and Communications in Peru aims to improve the transportation network. To achieve this, the ministry is introducing advanced technologies and intelligent communication systems.

IDOM has collaborated on developing the ITS architecture and master plan for Peru. The Inter-American Development Bank (IDB) funded this project.

The main tasks included:

  • Analyzing ITS experiences in other countries.
  • Studying the current situation in Peru, including stakeholders and regulatory framework.
  • Defining the national ITS architecture.
  • Preparing the National ITS Master Plan, which sets the regulatory framework, identifies strategic projects, and outlines the implementation program.

The strategic projects are grouped into key areas. These areas cover competitiveness, institutional development, system interoperability, management and operation, and infrastructure.

Added value

The project brings together the vision and needs of all stakeholders. This collaboration helps to define the objectives and direction of the National ITS Master Plan.

There is no single technology that fits every situation. It is essential to choose the solution that best meets each need. Functionality, geographic coverage, and implementation time must all be considered.
