Established by Royal Decree as one of Saudi Arabia’s four strategic industrial cities, Jazan City for Primary and Downstream Industries (JCPDI) plays a critical role in advancing the Kingdom’s economic diversification agenda and strengthening industrial development in the southern region. Located on the Red Sea coast and connected to major regional trade routes, JCPDI serves as a gateway for industrial investment, logistics, energy, and export-oriented industries. Its strategic location, integrated infrastructure, and long-term development vision have positioned the city as a key catalyst for economic growth, job creation, and regional competitiveness, supporting Saudi Arabia’s ambitions to become a leading global industrial and logistics hub.
As part of JCPDI Phase 1, IDOM carried out the feasibility study for the future Downtown district, a strategic project intended to establish the foundations for a vibrant urban centre that would complement the city’s industrial base. Commissioned by the Royal Commission of Jubail and Yanbu, the study explored how JCPDI could attract new investment, talent, tourism, and economic activities while creating a destination with a high quality of life. Through stakeholder engagement, market analysis, and environmental assessments, IDOM developed a vision for approximately 780 hectares of coastal land characterised by extensive mangrove ecosystems and high ecological value.
The proposed Downtown integrates residential, commercial, hospitality, tourism, and leisure use within an environmentally sensitive framework that preserves significant natural areas while enhancing accessibility and liveability. The study established the strategic basis for a future Downtown that supports JCPDI’s long-term growth while promoting sustainability, wellbeing, and environmental stewardship.
Building on the foundations established through Phase 1, IDOM is leading the master planning of JCPDI Phase 2, a strategic expansion covering more than 15000 hectares across the Eastern and Southern expansion areas. The project is designed to accommodate the next stage of industrial growth while reinforcing JCPDI’s role as one of Saudi Arabia’s leading industrial and investment destinations.
The master plan identifies the optimal industrial mix and spatial framework for priority sectors, including metals and minerals, petrochemicals, food processing, logistics, and emerging industries aligned with national development priorities. Through an integrated planning approach, IDOM is designing industrial districts supported by advanced infrastructure, efficient logistics networks, and sustainable utility systems that enhance competitiveness and attract regional and international investment.
Complementing these employment-generating areas, the expansion incorporates dedicated community zones that will provide housing, services, education, healthcare, and recreational facilities for a growing workforce. Guided by principles of sustainability, resilience, and circular economy thinking, the Phase 2 master plan seeks to create a balanced and future-ready industrial city where economic productivity, environmental responsibility, and quality of life develop together.
