National master plan for special economic zones in Jamaica
IDOM carried out a technical mission to Jamaica as part of the development of the National Special Economic Zones Master Plan (SEZ Master Plan), an initiative led by the Government of Jamaica with the support of the Inter-American Development Bank (IDB). The mission involved Camila Londoño, Paola Moreno, Paula Peralta and Iker Olano, who carried out a programme of activities aimed at validating the main findings of the situational and sectoral analysis conducted during the second phase of the project.
The mission combined technical visits to special economic zones and areas with development potential, as well as meetings with developers, logistics operators, tenant companies, public entities and strategic stakeholders within the country’s economic ecosystem. These activities made it possible to complement the document-based analysis with field observations, operational knowledge and insights from the key actors involved in the planning and management of Jamaica’s special economic zones.
As part of the programme, IDOM led a validation workshop with representatives from the public and private sectors, during which the preliminary findings of the diagnostic assessment were reviewed and priority opportunities and challenges for strengthening the competitiveness of the country’s SEZ system were identified. Participants highlighted issues related to logistics infrastructure, energy costs, institutional coordination, talent availability and the potential of emerging sectors such as digital services, telecommunications, renewable energy, and wellness- and health-related activities.
For IDOM, this mission represents a key step in shaping a long-term strategic vision for Jamaica’s economic and territorial development, reinforcing the firm’s commitment to evidence-based planning, stakeholder engagement, and the promotion of more competitive, resilient and sustainable territories.
