Community climate change action plans in the Province of Cachapoal

IDOM is part of an unparalleled initiative in Chile led by the O’Higgins Regional Government. The region is the first in the country to fund the development of its 29 Municipal Climate Change Action Plans, which are required under the Framework Law on Climate Change. The initiative is being implemented through a competitive bidding process for three consulting contracts, one for each of the following provinces: Colchagua, Cardenal Caro, and Cachapoal.

IDOM was selected within this framework to develop the PACCCs for the 16 municipalities in the Province of Cachapoal. This selection promoted an innovative model of local climate planning based on an integrated provincial-level vision. This approach allows us to move beyond traditional, isolated municipal processes, fostering territorial coherence, methodological standardization, and coordinated responses to shared climate risks. The project involves:

• Identification and mapping of key stakeholders, along with the design and implementation of participatory processes for the development of the PACCCs.
• Development of climate vulnerability and risk assessments for the 16 municipalities, including specific mapping and analysis of the territory’s main climate hazards.
• Preparation of greenhouse gas (GHG) emissions inventories at the municipal level, identifying the main sources of emissions in each municipality.

Based on this work, adaptation and mitigation measures were designed in line with each municipality’s strategic priorities, and potential sources of funding at the municipal, regional, national, and international levels were identified for their implementation. The project also involved developing a web platform and map viewer to make the results accessible to the public and disseminate the territorial climate analysis process.

As a result, a portfolio of climate projects and priority solutions was created for each municipality, strengthening local planning capacity and contributing to more robust, coordinated climate action aligned with regional and national climate change instruments.
