Capacity building and regulatory harmonization for Armenian nuclear regulator
IDOM Nuclear Services contributes to strengthening Armenian nuclear and radiation safety regulatory framework through international cooperation
A robust regulatory framework is essential to ensure that nuclear and radiation safety decisions are based on clear requirements, strong technical criteria and internationally recognized good practices. In this context, IDOM has contributed to the reinforcement of Armenian nuclear and radiation safety regulatory framework through the EU-funded project “Nuclear Safety Regulatory Cooperation with the Armenian Regulator (ANRA)”.
As a leader of the international consortium, IDOM Nuclear Services supported the project’s overall objective of strengthening Armenian regulatory framework, enhancing regulatory review capabilities and promoting harmonization with Euratom Directives, selected WENRA Safety Reference Levels for Existing Reactors and international good practices.
The final meeting of the project was recently held in Yerevan, bringing together representatives from ANRA, NRSC, the Government of the Republic of Armenia and the international consortium led by IDOM, with the participation of VTT, Bel V, VUJE and the Bulgarian Nuclear Regulatory Agency. Implemented from August 2024 to June 2026, the project addressed several key areas, including regulatory approximation, technical review activities, radioactive waste management, workshops and knowledge transfer.
Throughout the project, IDOM’s contribution focused on the coordination of the consortium strategy and resources, the review and harmonization of the legislative and regulatory framework, and the development of recommendations to support the progressive alignment of the Armenian framework with European and international standards. The work also included knowledge transfer activities, with workshops and technical visits to Slovakia, Finland and Bulgaria, enabling Armenian experts to exchange experiences with European regulators and technical support organizations.
The initiative also reflects the importance of long-term cooperation, specialist knowledge and technical rigor in projects aimed at improving regulatory capabilities.
IDOM’s contribution was supported by experts involved in the consortium, including Jon Darquistade Lamelas, Yelko Chento Valiente, Antonio Becerra and Petr Kladiva, whose work forms part of a broader collaborative effort with Armenian counterparts and international partners.
This project highlights IDOM’s capabilities in international nuclear safety cooperation projects, combining regulatory expertise, technical review, knowledge transfer and consortium coordination to support stronger and more resilient nuclear safety frameworks.
